The chapters after this one will be Romana/Doctor set away from Gallifrey

It had been weeks and she had taken office again but all was not well with their President. Her personal staff had fussed around her like she was a little child and she sat, that was all she did, sitting and merely breathing and blinking from time to time.

Braxiatel had been called out. She looked so terrified of being constantly surrounded by people as she sat huddling in the corner of the sofa clutching a blanket shaking and trembling and of course she would ,she had gotten used to not been around people mused Braxiatel.

"Everyone out," he said. "Now please." He tried to maintain a calm tone as not to alarm Romana who by now was sobbing loudly into her hands.

"But, Cardinal Braxiatel, we were told to make sure the President was not alone."

"Well perhaps you did, but as you can see I am here now. I will be taking her care into my own hands. Now please I need everyone to leave. Your president will be perfectly safe."

He rushed over to her taking both her hands in his large hands. "Romana talk to me," he implored, but she sat in silence trembling as her tears rolled down her face. Both his hearts ached for her as he pulled her into his arms and she started wailing like a child and burying herself against his shoulder.

"I'm here," he said softly, willing her to feel his presence, his comfort whatever she needed. He could sense her fears. He sighed, what had they done to her to get her into this state? It was as if her emotions were pouring out of her but she didn't know exactly how to express them or what to feel, she was broken he could feel it in the way she trembled against his chest, sobs tearing their way through her throat.

"What is it?" he pleaded but her answer would not come, he held her for a long time until her eyes closed and she was resting against him, he didn't dare to move because she had finally relaxed and he could sense she felt safe now; in his arms her breathing was normal and deep, he could not take that from her. He softly kissed her forehead realising how very much he loved her and how he could not leave her alone to face her demons and her nightmares. "I am so sorry Romana," he stroked her cheek.

"Is she all right?" asked a concerned Time Lord who popped his head round the door.

"She is in a bad state, but nothing a bit of tender loving care won't fix."

Finally her eyes opened, finding Brax holding her close to him. She traced her fingers across his face and against his soft lips as if she was still trying to remember who he was to her.

"Doctor," she mumbled and before he could stop her she kissed him, without thinking he kissed her back for a second. Her lips felt so soft and sweet against his and he craved it so badly, the way her kiss tasted and she was kissing him having no idea he wasn't the Doctor and he was allowing it to happen. He was taking what he wanted for that moment; knowing he could never really have her. She was in a fragile, delicate state and he was taking advantage of that, he knew it was wrong but his wants and desires took over

"Brax," she mumbled finally realising who he was, pulling away before she fell into unconsciousness. He lifted her into his arms carrying her to her quarters and placing her gently on the bed before leaning over and kissing her forehead. "Good night Romana." He sat in the large velvet arm chair and watched her sleep. When he was satisfied she was not going to wake, he left the room quietly shutting the door with care.

He knew she needed some time away, but she would need a few weeks of rest before he could allow his President to be taken away. He didn't want to send her away with the Doctor because he wanted her to be with him. He wanted to hold her, to run his hands through her beautiful sun kissed blonde hair, to love her unconditional and give her everything she ever wanted. He knew he could care for her and he would be happy with her. He could nurse her back to health but knew she would never look at him the way he wanted her to and in any case it would be good for her to spend time away so she could recover.

He walked back into her room as she was waking. She was so very beautiful, gently he helped her sit she took his hand whether or not it was appropriate was a different matter altogether.

"Brax," she said softly. She wanted desperately to feel something, anything for this older Time Lord, hadn't he saved her from the Dalek's? Stayed by her bed side while she had been unconscious? And hadn't he taken care of her, wasn't he still taking care of her?

She remembered kissing him when she had mistaken him for the Doctor, she remembered him kissing her back, how soft and tender his kiss had been. She reached for him but he gently held her at arm's length.

He shook his head sadly "You wouldn't be true to yourself if you did this. I know it's the Doctor you love and not me."

"I want to... I could, I just want-"

"What do you want Romana?"

"To feel again. You took care of me."

"I did," he agreed. "And I would do so again in a heartbeat, now you need to rest before the Doctor arrives."

"He is coming here?" she asked. Her eyes lit up in complete happiness. It was her happiness that hurt his hearts. He knew he should be happy when she was, that he should put her needs before his own but it killed him that he could not have her. It destroyed him.

"Yes, Madam President, he is going take you away from Gallifrey so you can heal."

Romana shook her head. "I can't go; I am President."

Braxiatel smiled. "Your presidency is safe and ready when you return."

"Maybe I won't return."

"I have every belief you will My Lady and you will recover."

"You make it sound so easy."

"I have no doubts."

The sudden arrival of the Doctor ended their conversation as he rushed in, throwing his arms around her. He lingered for a moment watching them as a wave of pain hurt his hearts as he saw them kiss and slipped out of the room totally devastated, she was happy surely that was enough, it should be enough, her happiness was all that mattered, and yet he could not help but feel broken, sorrowful and so crushingly alone.

Within moments he heard the TARDIS depart from Gallifrey and Romana was gone.
