The Doctor's TARDIS shook as the explosion rocked the capital.

"What?"Exclaimed the Doctor. He ran to the door, pulling it open. From a distance he saw the smoke and heard the cry of the other Time Lords. He took off running in the direction of the smoke and skidded down the hallway. He saw the full devastation before his eyes. It was like a war zone... it was a total disaster; whoever did this did it to destroy and kill.

Romana pushed her way through the gathering crowds as more and more bodies were brought out.

"Sorry, we can't let you though, this is a disaster zone." said a Time Lord.

"Celestial Intervention Agency," snapped Gander ,"and she's with me."

Suddenly a second blast occurred, which sent glass splintering across the hallways. The Academy seemed to collapse and Romana was slammed against the wall. Things seemed blurry, and she felt arms pull her up.

"Narvin," she whispered, her eyes opened briefly. As she put her hand to her face, her fingers felt the glass that had been embedded into her face.

"Oh, thank Rassilion" Narvin relaxed with a great sigh. It had been a relief that she was still alive. It had been some time since he had seen Romana so vulnerable. She had always been the one who was always trying help others, and that's why he loved her. Not even the Doctor being back on Gallifrey could change the way Narvin felt for Romana, but his stupidity had destroyed the relationship he once had with her, and Romana unfortunately had a very long memory.

"You are injured," he said. "I need to get you to a medical station..." He lifted her into his arms and headed towards the medical station.

"I really love you, Narvin," she whispered.

"Romana, how hard did you hit your head?"

"I don't know , but I- ," she tried to finish her sentence, but she sank into unconsciousness.

Narvin sighed. "I wish you did, Romana,"

There had been a time long after the Doctor left her on Gallifrey that they had being something between them but he had stupidly let her go, and didn't stop the high council from removing her from Gallifrean life.

He placed her on the bed. "She needs medical attention." Narvin demanded.

"Well, doesn't everyone." said one of the medical team

"I am Narvin, from The Celestial Intervention Agency." Narvin spat.

"Why didn't you say?" one of the team said, surprised, as they made their way towards Romana.

Suddenly the door swung open.

"Romana ,"gasped the Doctor ."Out of the way Narvin".

"Yes, Doctor anything you say..." Narvin said as he stepped aside.

"They have removed the glass from her face, but there will be some swelling in the days to come. She was lucky." Narvin tried not to look at her but his eyes kept slipping back to glance at Romana. He then quickly made his excuses and departed from the room. Romana's eyes suddenly flicked open to see the Doctor sitting by her bedside. He offered her a flat smile. "How are you feeling ?" he asked.

She tried to remember what had happened. She remembered being at the Academy, and then the second blast, and being pulled out of the wreckage... and something else... telling Narvin she loved him. She groaned. Why had she done that?

"Yeah, I am fine," she smiled weakly at the Doctor, her Doctor.

Days later

Romana entered the CIA office as Gander was clearing out his office. He was sick of Gallifrey, sick of the politics, sick of the backstabbing, sick and tired of seeing innocent people suffering and the loss. He picked up the family photo of him his wife, the boys and Emmaline. He threw it across the room and it shattered. His wife and boys were dead, and Emmaline was still in the hospital battling a head injury. He had nearly lost them all.

"Gander," her voice was soft and tender. He spun round to see Romana standing there."I am sorry, so sorry, but you can't just leave."

"Just watch me". The skin around his eyes drew tight as if all the fight had gone out of him, as if he was too tired of everything. It destroyed Romana to see that.

"What about Emmaline? She needs us." She pleaded.

"She has you, she has the Doctor. I can't protect her. I couldn't even protect my own family, they are dead and there's nothing I can do to change it."

"At least say goodbye to her. You were really going to leave without saying goodbye to her, to any of us?"

"It's better that way."

"Where will you go?" she said softly.

"Where do you think?" it had being a stupid question, there was only one place Time Lords did go if they left Gallifrey and that was outside the city.

"Will we ever see you again?"

"I don't know, I just need-"

Romana touched his arm gently. There was so much sorrow in him, and it broke both her hearts. She wrapped her arms around him for a long while. She simply held him, feeling his pain and sorrow.

He pulled away, and looked up at her tear streaked face.

"What am I going to do, Romana?" he asked, his voice full of brokenness and pain.

"I am here for you, we all are... This is all my fault, all of it. I should never have lied to Emmaline, I should have told her the truth... then a whole chain of events would not have happened. I am so sorry," she whispered.

"No its not, it's my fault," Gander protested, shaking his head. "I am CIA for the moment and I will not rest until I have destroyed Bainbridge."

"No, that's not the way. We need to be seen to be acting within the law."

A sneer touched the corners of Gander's lips. "Romana, you know as well as I do that he did this."

"Then we will find evidence of his guilt and we will."

He nodded slowly to her. "You should go be with Emmaline," said Gander. "I need to be alone. I will see Emmaline later."

"Okay," Romana agreed. She looked at him with concern in her eyes but turned around and left him."

Gander walked into the medical wing. Emmaline was sleeping. Before he sat down beside the bed he leaned over kissing her forehead gently as not to wake her up. "

"Love you Emmaline," he whispered.

"Daddy," she whispered. Her eyes suddenly sprung open. "Don't leave me," she started to cry.

"I didn't mean to make you angry, don't go," her plea tugged at both his hearts.

"They are gone Emmaline, they are all dead." As the memory from hours ago played into her head as she tried to stop the tears falling down her face she knew they were dead that family that always felt like they were hers had gone she buried herself in his arms.

"Sorry daddy," she said as the tears fell down her face.

"It's not your fault, sweetie."

"Tell me," she managed to say. And he knew what she wanted to know.

"Are you sure?" Gander wanted to be certain that she was ready. Emmaline nodded her head.

"Romana lost her child, gunned down by a Dalek. Romana was so unreachable and broken, then we found you. We believed that you had somehow escaped during the Time War. I believe you are the last Guardian. I gave you to Romana to raise and she grew to love you as her own child. Then of course she got busy with being President and you spent some time with us."

"So all my race died?"

"Yes, I am so sorry, Emmaline. If we had known that the lies would have hurt you and damaged you, causing all the things that happened to you, we would never have lied to you... Please forgive me Emmaline?" Gander pleaded with her.

"I don't hate you, you did what you thought was right." Gander held his daughter for a while. She was the only thing he had left on Gallifrey. There was a long silence between them and that bond between them was still there.

"The high council will dissolve all the chapters and dismiss the High Council. They are going to ask Romana to become Acting President until an election can be called." Emmaline stated.

Gander looked at her "You saw that is going to happen?"

"Yes, that gift showed me" she smiled sadly. "I tried to tell you about the Academy before," she frowned.

"If you can see something happening, you know who made that decision to blow up the Academy. This is really important, Emmaline you need to tell me who it was." Gander said urgently.

Emmaline couldn't say the words. It was like she was frozen on the spot as fear filled her. As Gander saw her struggling to say the words he saw she was terrified; she had started to shake.

"Emmaline, you're safe, it's okay try and tell me," he spoke softly, holding her close in his arms. She started to cry. "Just tell me okay, I won't let them hurt you ever." Gander whispered to his little girl.

Emmaline took in a deep breath. "It was- "

Suddenly the door swung open. There stood Bainbridge and his guards. He pointed to Emmaline. "Seize her and arrest her on a charge of high treason!"

"Leave her alone!" hissed Gander.

Bainbridge spun to face him. "As for you, we can certainly come up with some charge for you..." he said menacingly.

"Get off me! Get your hands off me!" Emmaline cried out as the guards twisted her arms behind her back."Daddy!" she cried as she struggled.

"Leave her alone!" spat Gander, but he was restrained by two other Guards. "Get your hands off me!"

Emmaline continued to struggle but her recent head injury had left her with very little strength.

"Stun her," Bainbridge ordered, and she fell to the ground as her legs gave way. Then everything went black.
