"Go on, run away," the voice screamed in the Doctor's mind. "it's all your fault that demon son of yours turned out the way he did," the inner voice screamed at him.

The Doctor felt terrible. How could he stay? Gallifrey was at war with itself and his son was the cause of it. Emmaline was damaged beyond repair and Romana had suffered at his hands. Could he just run away and let them face all of that alone?

"You're not going to do this to me again. I won't let you." Romana glared at him, knowing full well it was always going to be a matter of time before he ran away from Gallifrey. It was what he always did.

"Then come with me." The Doctor whispered. He pulled her close and kissed her. She felt the world disappear around her. Nothing else mattered. No one else existed. It was just the two of them alone on Gallifrey.

"I can't come with you," Romana shook her head. she knew that once, she would have followed the Doctor to the ends of the world, but she had responsibilities now. She had to help rebuild Gallifrey after this war had stopped, and Emmaline needed her. she couldn't allow herself to be irresponsible enough to just run from Gallifrey and become a regenerate.

Romana's face was wet with tears "I couldn't bear it if anything happened to you or Emmaline. And Gander... he's so broken, he has lost everything,".

He wiped the tears from her face, cupped her face in his hands and kissed her softly. she returned the kiss.

"I am not going anywhere," he said softly holding her close until she had stopped crying, even then he just held her. There was a long silence between them before Romana finally spoke.

"I have missed you," said Romana. "And I've missed being with you". She tangled her fingers through his hair, and he wrapped his arms around her tightly as he kissed Romana again. She deepened the kiss.

"Romana, I wish-"

"I know," she said as a matter of fact. "I wish we had stayed travelling together, you and me, like it was always meant to be, but I'm sure you were never alone... you had companions, didn't you?"

"Lots, but they weren't you. You were brilliant and everything I ever wanted or needed."

"Flattery will get you...everywhere," she smiled weakly as she kissed him again. "I love you Doctor," she whispered.

"I love you too Romana,, I never stopped. You were -- no, you are -- everything to me." He took her hand and kissed her once more.

When the Doctor and Romana looked at each other, they realised that, even after all the time they had being apart, nothing had changed. They still were very much in love with each other. She had changed; she had a daughter now, she had been all across the universe, helped free a group of slaves in E-space, been with other Time Lords, she had been President for a time, removed from office, been beaten and tortured by both Rassilion and Bainbridge... so much had happened but her feelings for the Doctor had never changed, and no matter what body he wore or what gibberish came out of his mouth, or how childish he became in each regeneration, he could still make her feel wonderful and that she was still his.


Emmaline sat in the cell wrapping her arms around herself. "This is old," she said to herself. She knew Bainbridge would not kill her, she had seen it in her mind briefly. They needed her for something, but she didn't know what for. Emmaline lost count of the times she had being locked in a cell, although this time it felt different. She had been arrested for high treason, but she had done nothing of the kind. Having false charges against her were a new thing for Emmaline. Suddenly the door swung open and there stood Bainbridge the President.

"Hello Emmaline," he said with an evil smile on his face.

Emmaline sighed. "All right if you hate me that much, get me away from Gallifrey, banish me from Gallifrey!"

"What, and lose my darling sister out there? I don't think so." Bainbridge said sarcastically.

"Scared I will come back and overthrow you?" Emmaline taunted.

"Afraid you will try and make me look stupid. You are a nuisance to me, but that's all. I get more grief from Gander and Romana put together than you have ever given me in a week." Bainbridge spat.

"You can't just leave me to rot!"

"I'm leaving you here yes, whether you rot or come up with something more constructive is completely up to you."

"Go to hell!" she spat. "I will never, in a billion years, serve you or help you in any way!"

"You know, I thought you could be rehabilitated. Clearly, we have our answer."

"Yeah, yeah, what else have you got? You are nothing but a bully!"

"Well well well, have you being taking lessons from Romana she's the one always intimidating others, like I told Gander, I didn't get into my position by being stupid."

Bainbridge walked out of the cell as the metal gate slammed shut behind him.


"I was summoned," Romana said, surprised. Bainbridge never summoned her. What did her want with her now? A deep sickness was growing in her stomach. She hated being in his presence, she could feel the evil in him and it scared her.

Co Ordinator Narvin scratched his head, puzzled. "Yes, Lady Romana, your presence has being requested."

"I take it he's in a really pissy mood." Romana replied.

"Apparently." the Co-ordinator replied with a grim look upon his face. This was his first day as head of the CIA since Gander had resigned from the agency.

"Wonderful. My life just keeps getting better. Shall we?" Romana said knocked at the door.

"Come in," came a voice, and they entered the room.

"Right, Romana, Co ordinator Navin, care to explain this report?" Bainbridge asked.

"The Academy fire? Well it will need investigating and there will need be a place suitable for the children who currently attend the Academy."

"And why does the Academy concern me, Co ordinator Navin? You are CIA, sort it. I hardly need to remind you now that that useless Gander has departed the CIA that only leaves you and Vansel, so use your initiative. Now about this fire I want it investigated. I want to know who was there, what codes were used to access the Academy and any video footage. I want the person or persons responsible to be arrested immediately. The judgement will be swift, no court no appeals. Do I make myself clear.?

"Yes, Lord President." Narvin replied. It was days like this that he wished he had never taken on responsibility for the CIA.

"And Co Ordinator, Romana will be assisting you so I expect you to get a result." They both headed out to leave the room.

But Bainbridge called "Oh, a word Romana."


Romana turned round walked over to the table leaning over the table she looked directly at him.

"Why did you do it?" her voice was strong and full of accusation.

"I wish you would stop with these wild accusations. I have no idea what you are implying I did." Bainbridge said scornfully.

"So it's just a coincidence that you threaten Gander, and hours later the Academy has being attacked and his family is all dead. Gander would have no hesitating in destroying you if we find evidence that you were responsible for the death of his family." Romana spat.

"I didn't get in my position by being stupid, and your accusations are unfounded. I would hate for anything to happen to you and that pretty little daughter you have..." Bainbridge tailed off dramatically.

"You stay away from her, you have caused her enough grief!" hissed Romana.

"One day, my father will see you for what you really are, deceitful little witch who uses him for her own means."

"You care nothing for your father. I love the Doctor and we are together, whether you like it or not!"

" Two words... Co ordinator Narvin. As for Emmaline." Bainbridge smirked. Romana went as pale as a ghost. he wasn't going to use that against her, surely? even he couldn't sink that low. Her relationship with Narvin was in the past, so long ago. It had to be for her own sanity.

"Leave her alone."

"Well that depends..."

"On what?"

"Whether you drop this little fantasy you have of becoming President again. So choose the presidency or your daughter...oh wait she's not your daughter is she? she's not even the Doctor's daughter! She's an alien and you know what happens to off worlders.."

"You won't get away with this!"

"I think I will, now get out of my sight before I come up with charges for you too." Bainbridge said spitefully.

Romana stormed out of the room.


"Well of course she is but she's dispensable, and she will get a result. Maybe not the one she will like, but she will cause her own downfall and I will be there to see it."

"Then it is a trap."

"Of course it's a trap. I would not trust Romana with anything. Her and that creature she brought into Gallifrey. I will have no hesitation in destroying her."

"What will you do with the girl? She could be useful to us." The Chancellor asked curiously.

"My views exactly. With Gander and Romana out of the way, this makes things easier."

"Lord President I must insist that Romanadvoratrelundar is a liability." The Chancellor said.

"Well of course she is but she's dispensable, and she will get a result. Maybe not the one she will like, but she will cause her own downfall and I will be there to see it."

"Then it is a trap."

"Of course it's a trap. I would not trust Romana with anything. Her and that creature she brought into Gallifrey. I will have no hesitation in destroying her."

"What will you do with the girl? She could be useful to us." The Chancellor asked curiously.

"My views exactly. With Gander and Romana out of the way, this makes things easier."
