Braxiatel walked into the CIA without even bothering to knock. He would end this madness once and for all. He would have gone to Romana himself, but he knew she was very unlikely to listen to him, to his concerns about their relationship and about Emmaline.

"Don't you ever knock?" snapped Narvin before turning around. "Oh it's you, what an unexpected disappointment." He said with a sneer.

"And who might you be expecting hmm? Romana perhaps?" Braxiatel said smartly.

Narvin laughed. "I'm sure the President of Gallifrey has better things to do than visit the Co-coordinator of the CIA."

"I will cut straight to the point."

Narvin sighed sarcastically. "What a novelty."

"Whatever you think you have going on, whatever delusions are in that twisted little head of yours, leave Romana and Emmaline out of them." Braxiatel spat.

"I don't know what you are talking about-" Narvin started to say, but at the same time, his head started to spin knowing this day was always going to come, when he and Romana would be found out over what they had been doing behind closed doors in the Presidential offices.

He twisted his hands together behind his desk.

"You heard, stay out of Romana's life." Braxiatel reiterated.

"I haven't got the faintest idea of what you are talking about."

"I haven't worked for years to get Romana to where she is today, you will destroy her career is that what you really want?" Braxiatel's face was a mask of rage.

"I am not planning on destroying either of our careers." Narvin insisted.

"You think your career will be safe once it comes out that the President of Gallifrey is sleeping with the Co-ordinator of the CIA?"

Narvin suddenly went red as a beetroot and he clenched his hands.

"I don't think the high council will be happy to know that the head of the CIA has forceful seduced our President,"Braxiatel said calmly.

"I didn't force her into anything and I certainly didn't seduce her.

Suddenly Braxiatel walked out of the office leaving Narvin alone with his thoughts.

What was he going to do? He couldn't just ignore it, obviously sneaking around hadn't helped and going public would destroy both their careers, but could he just break things off with her maybe he had no choice at all.

Vansel walked into the office to see the Co-coordinator looking angered.

"Are you all right Co-coordinator?" He asked.

"Get me an audience with the President; urgent, confidential, and alone."

Emmaline was sat on the lush red grass staring up at the marmalade sky, musing on how beautiful Gallifrey was. It roused her interest of other worlds. She should ask Romana one day what it was like travelling. Emmaline herself had spent a short period of time on Earth and had briefly worked with Jack, but that had seemed almost a lifetime ago. She had also briefly travelled a little with the Doctor; he had taken her to the lost moon of Poosh, Jahoo, Clom, the Medusa Cascade all such beautiful places, and she longed to see even more beautiful places, because no matter what she imagined on Gallifrey she could not imagine what would her future be living in a old boring stagnant society such as this where the Time Lords were so afraid of change, where they lived in their own world closed off to the rest of the universe.

Emmaline knew Diplomacy would never work on the Time Lords and they obviously needed to be told what was good for them, but just maybe Gallifrey was too set in its ways, to old for change.

In her lessons in the Academy, and within her private lessons with Braxiatel, not to mention the various stories heard around Gallifrey, there were people on Gallifrey who had gone out there and had made a difference like the Doctor. He may have been a rubbish father but he cared about others. It was just her that the Doctor didn't care about… and then there was Romana; Emmaline totally looked up to and admired her, she had travelled with the Doctor for a long time and she had adventures with and without the Doctor until she came back to Gallifrey.

Of course, there were some that went bad like the War Chief , Rassilon, The Rani, The Master, Borusa and Pandora. She didn't like to think of Pandora, knowing her first body had been taken by the ancient female Time Lord that existed early in Gallifreyan history and was the first female President of her people.

According to the legends she'd heard as a little girl, Pandora had sought to overthrow the traditions of Rassilon, to lead Gallifrey to war and attempted to use the power of time travel to reshape the Web of Time to suit her own design. She was also known to have taken an off world bodyguard who killed all those that opposed Pandora's will. To this end she declared herself Imperiatrix of Gallifrey; it was a very long time ago before Emmaline was even born, but that didn't make the story any less terrible.

The stories she heard said eventually she had been defeated; dispersed of and executed in such a thorough manner in that she never existed in the first place existing only in legends and not in history. Emmaline didn't know if the stories were true but this made the whole Pandora thing feel terrifying. Had she done this herself, bringing the future element of Pandora back? If she had done was she ultimately responsible for Gander's family and the Academy being destroyed?

"Hey," said Damon coming towards Emmaline.

She smiled brightly seeing Damon. Snapping herself out of her thoughts, she took his hand as he kissed her on the cheek.

She learned forward kissing him, and as they laid down on the lush red grass he gently kissed her across her face.

"Damon you might not want to be with me if you knew certain things about me." Emmaline began hesitantly.

"Emmaline, I could never not want to be with you. I have known you my entire life." Damon smiled.

Emmaline took a deep breath." I found out I was lied to, that the Doctor and Romana are not my birth parents. In fact no Time Lord is. I wasn't even born a Time Lord. I'm the last of the Guardians."

Suddenly it all seemed to slot into place when she had been asking questions that day which lead to her screaming and collapsing and the fight with Gander.

"Go on," he encouraged. Emmaline, surprised at his reaction, carried on.

"They all died in the Time war, and as the Time Lords seemed to go back and forth in time preventing Gallifrey from losing much. It was really important to the Time lords, but not for my planet the Time lords never did care for other worlds but I do."

Damon smiled at Emmaline. She had always cared for the fate of others despite the lessons of non-inference in other planets; she had always vowed one day to fight for the lesser species. That's why she had chosen the name White Wolf, although it seemed nobody called her that anymore; the Time lords had always frowned upon that name because they knew what it symbolised.

"I still want to be with you, Emmaline." He wrapped his arms around her and kissed her, and as she kissed him back, she rested her head against his shoulder and ran her fingers through his hair.

"Emmaline," he said softly.

"Yes, Damon," she mumbled into his shoulder.

"You know I would never hurt you, all I want is to take care of you. I would have waited forever for you, because you are worth it". He learned forward and kissed her again.

"Braxiatel told me you neglected your duties on Gallifrey when I was injured."

Damon nodded. "I couldn't leave you. I cared too much for you and I wanted to be there when you woke up."

"I don't want to think about what happened." Emmaline whispered.

"it's all right. When you feel ready to talk about it I am here." He wrapped her up in his arms and held her.

When Narvin walked into Romana's office. Romana was alone having dismissed her staff for the day. instantly he pulled her into his arms holding her tightly for a long time .He couldn't lose the one good thing in his life. She was much more important than his career, but he loved his career too. Being the head of the CIA had being a dream he never thought would happen. The Agency had recruited him some time ago when he had merely being a lowly technician and he had never looked back.

"What's wrong?" Romana asked softly sensing all was not all well with Narvin.

Narvin mumbled and tried to avoid looking at her.

"Narvin please," Romana pleaded with him. "You are scaring me." Narvin turned away from her and walked into her private rooms and Romana followed.

"Oh I cant lose you Romana, my career may be damned but you are my whole reason for getting up every morning." Narvin paused I had a run in with Brax, he turned up to threaten me. He knows about us. I dont know how but-"

"And what did Braxiatel have to say about this little revelation of his? Romana asked.

"That I will destroy your career and mine too."

"He said what!" hissed Romana. Romana knew this day would come too, but from Braxiatel how could he steep so low? it was now clear to Romana that part of Pandora existing no matter how small in his head had changed him. He was no longer the Braxiatel she knew the Braxiatel who had being on her side.

"I don't care what Braxiatel says. I wont allow it!. His arms instantly came around her and she pressed her lips against his. "Romana," he murmured into the kiss before they finally pulled away and smiled at each other.

"Narvin," she said snuggling closer to him. "Braxiatel wants to be with me, but I thought he had accepted my decision. I don't want Braxiatel only you."

"The arrogance of the man!" Narvin hissed. "Still he has got good taste," he said softly holding Romana closer to him. "I wish we could stay like this all afternoon." Narvin said.

"Maybe we can. I think we could possible sneak away for the rest of the day," Romana answered in a playful tone.

He smiled at her planting kisses all the way down her face and neck. Romana softly groaned at his kisses.

"I have no meetings today, well apart from the one I just booked with the head of the CIA."

"And where will this supposedly meeting take place?" Narvin said playing along.

"I have the perfect place."

"Which will be?"

"in my pool," she grinned.

"All right," no time to waste." He took her hand, walking down to the basement where the pool was.

"You know, Brax says I have seduced our President."

"Brax is out of order," smirked Romana.

"Well, I think it may be the other way round the President is very cunning, she may even be a bad influence to the head of the CIA." He sat down pretending to look serious..

"Oh please," As if I would."

"Well, my President did just invent a meeting with the CIA."

He pulled her onto his lap and she wrapped her arms around him." Don't tell me the Head of the CIA doesn't enjoy such meetings."

"Well there are benefits of course ."

"Of course," she nudges him playfully as his arms go around her waist and they kiss. "I love you Narvin." she finally says as they pull apart.

"I love you more than you will ever know," as she nibbles down his neck softly.

They know beyond all the chaos on Gallifrey that they both love each other. For Romana she didn't feel she could find love again especially in Narvin. He had betrayed her so long ago, but she saw a different side emerging in him recent, as for Narvin he could never believe Romana could still want him after all that had happened.

He wants to marry her one day when it finally becomes obvious to the whole of Gallifrey that they are together. Gallifrey may not approve of it but if they were married they couldn't object and would see its not a fling.

"Do you ever think of marriage?" Narvin finally asks.

"With you?" Romana asks suprised.

"Well I wasn't suggesting you marry Vansel."

Romana pulled a face at the thought of her and Vansel. "Are you asking me to marry you?"

"Well its more of a Hypothetical Question."

"Well Hypothetical, I would marry you if it was possible, but I suspect we wont be allowed to.

"When it gets out about us by then maybe nobody will care who you are marrying." Narvin answered.

"Oh trust me someone will care."

"Would you ever of married the Doctor?"

"Once yes, but he runs away. what kind of marriage would we have ever had? he has let me down so many times." But yet they had a bond it seemed no matter what face he wore or what nonsense babbled out of his mouth, they always seemed to find their way back to each other eventually, almost as if they were destined to be together.

"Romana do you still love him?" Narvin asked.

"Not in the way I did, my feelings for him were like a fantasy, but in reality it never really begun."

"I want you forever Romanadvoratrelundar."

"And I want you forever Narvin," as she leaned over to kiss him before resting her head on his shoulder.

Narvin started kissing her down her neck softly at first before nibbling harder on her neck.

"Narvin," she gasped, as she dug her nails into him. "I want," she manages to say. "I want you in my bed now!"

"I live to serve my Lady President," he stands up and picks Romana up and carries her towards her bed room knocking things over in his haste before he finally puts her on the bed he looked at the Time lady on the bed who had stolen both his hearts, before Romana grabbed his hand pulling him onto the bed beside her. "I thought you were going to worship me there for a moment," she giggled.

Narvin simply smiles at her and wraps his arms around her."I wonder what Brax, would say if he knew his President was the one seducing the head of the CIA."

"Shut up Narvin and kiss me."

"Is that you trying to seduce me?" Narvin asks.

"No that's' your President giving you an order," A beaming smile came upon her face, as he leans forward to kiss Romana. She gasps softly as his lips brush against hers and the world around them simply stops and the only sound they are aware of is the sound of their hearts beating.

They is a pause where neither speak."I wish I could take you to the annual ball on Gallifrey." Narvin finally says.

"I don't want to go if I cant take who I want, except Braxiatel has asked me to accompany him."

"Are you accepting?" Narvin asked.

"I have no choice" Romana sighs. "There are some functions where I at least have to show my face, but I hate going to these things," Romana admitted.

Narvin contemplated the situation for a moment."Were you serious about us being seen in public together."

She looked up at him suspicious."What are you up to Narvin?"

"Well we might not go together," but we could certainly accidental bump into each other. I might even be able to steal you away for a dance and almost definitely I could leave with you at the end."

"So that's your plan a bit devious. I think I like this part of your plan very much."

"I aim to please my President," he said learning closer to her and kissing her once again.
