Romana wasn't okay ever since she had been forced to exile her friend the Doctor (no he had been so much more than that, and she knew it). He had been her everything and she missed his childish nature, his energy, the way he would come home to see her and act giddy around her.

He was a welcome distraction from daily politics and that idiotic co-ordinator whose sole purpose seemed to be to cause her grief. She had decided she needed to move on, as hard as it would be. She couldn't continue to mope over the Doctor's departure, no matter what her feeling for him had been.

Braxiatel had been a comfort to her during the days when they were both getting used to the Doctor's absence. He listened, advised and gave her comfort. It had been hard, not just on Romana or Braxiatel (who knew he would never see his brother again), but on Gallifrey itself. They could no longer count on the Doctor to help the planet in times of crisis. They had to manage without him, just Braxiatel guiding Romana out of each disaster that Gallifrey faced. And they had become closer.

These days Romana was not sleeping. She had so much on her mind. The dogma virus could rear its ugly head any day, and, as yet, no cure could be found. She didn't even know how many Time Lords could be infected, her own co-ordinator screwed up every investigation and, come to think of it. the entire Celestial Intervention Agency was made up of silly little boys who think they can play with time lines like they were toys! And then there was her Lord Cardinal, Braxiatel who had given her many a sleepless night. All she thought of in past few days was him.

It was wrong, she knew it. But he was in her thoughts, and those thoughts were dangerous, to even entertain the thought of being with Brax was dangerous. She couldn't afford to love him. In fact, she couldn't afford to have love at all. The President could not be seen to be having a relationship with anyone. Especially her cardinal.

But... if things were different... if she could have love... if Gallifrey did not have to find out?

She had seen the way Brax looked at her as if he wanted something more, the way he would place his hand on her shoulder longer than necessarily, the accidental touches, the sad, almost rejected look when they both left the office at the end of the day.

"Good night, Romana," he would say at the end of the day, sometimes placing a tender kiss on her forehead. Once or twice they had almost kissed, but it always ended with someone barging into the office or the phone ringing or some disaster happening on Gallifrey. Maybe that had been for the best, never crossing the line. Or was it really for the best?


Romana felt lonely now and couldn't sleep. She quickly dressed and headed out into the night. Sneaking around felt so undignified for a Time Lady, she was sure Brax would have been better at it. Or maybe he wouldn't even lower himself to those standards.

She wondered if she was making a mistake and ruining her political career for someone she was sure wasn't laying awake thinking of her. As she headed for Braxiatel's chambers her two hearts pounded in her chest. She felt she almost couldn't breathe as she pushed open the door. She hoped she wasn't interrupting him, she hoped he had yet to retire for the night.

Braxiatel was sitting before an open fire when he saw Romana standing there.

"Romana," he mumbled. Oh Rassilion, he thought. She looked even more beautiful than when she had her robes on. She was only wearing a very thin dress that fell past her knees.

"I couldn't sleep," said Romana as if that explained why she, the Madam President, had turned up in the middle of the night. He had to pinch himself to make sure he was not dreaming, that it wasn't that small part of Pandora still inside his mind feeding him illusions.

"I want you," she found herself saying, almost as if she had no control over the words coming out of her mouth. Brax was left speechless. Before he could even think about what she had said, though, he found himself kissing those perfect lips and finding his tongue in her mouth. He had never dreamed of knowing how sweet kissing Romana would be.

His head started to spin as a million thoughts exploded in his head. He would have been lying if he said he did not think of having her as his own, having her in his arms and in his bed, but he had always told himself Romana was off limits.

The Doctor was gone, perhaps forever, and now the self-imposed rule of Romana being off limits no longer applied. She was here in his private quarters and he knew he could not refuse her anything. She was far too important to him.

He remembered when he and the Doctor were younger. It was always the Doctor who got the girls. The Doctor was the most adventurous of the two, but not the most sensible. Brax had been described as the moody, mysterious one, but definitely not safe as he had a dangerous side.

Romana was kissing slowly down his neck, leaving a trail of kisses on him. Her kisses drove him crazy for her and he knew it. He also knew he couldn't resist something he had longed for for as long as he could remember.

"Romana," he mumbled. "Are you sure you want me like this?" the question felt stupid but needed to be asked. He wanted to be absolutely sure it was what they both wanted so there would be no awkwardness working together in the office.

But she cut him off with another kiss, and she gasped at Brax's tongue in her mouth kissing her deeper. "Brax," she moaned into his kiss. "I need you," as his kisses become harder down her neck as he nibbled down her neck. He lifted her into his arms and carried her towards his room still kissing her. His tongue trailed across her lower lip and then their tongues flicked against each other's. Brax wanted more of her and he wanted it now. He had waited so long for her to have her in his arms.

"I don't care that we aren't supposed be together," she mumbled into his shoulder.

"What about Gallifrey?" He questioned the president in his arms. "Once they find out what we're doing-"

"Yes, my enemies will have a field day. If it gets out."

Romana's smile was malicious. "Then it better not get out, at least not for a while, anyway."

"I thought sneaking around was beyond you, Madam President," Brax said tracing his fingers against her lips before they kissed once more.

"Well I expect it is your influence leading me astray. I learnt from the best," she replied with a shy smile.

"Well I don't ever recall teaching you anything of the sort when you were my student at the Academy," he said, smiling at her.


It was months now since the first night they had first slept together, and now they constantly beamed at each other from across the room, making any excuse to be alone with each other ,with secret meetings where they would sit in her office kissing each other or sneaking away from Gallifrey so they could be alone.

Neither of them felt lonely anymore because they had at each other and they always would.
